新経済連盟10周年政策提言

楽天グループの三木谷社長が代表理事を務める一般社団法人「新経済連盟」は28日、「JAPAN TRANSFORMATION　新経済連盟10周年政策提言」を公表した。

新経済連盟は2022年6月に活動開始10周年を迎えた。「JX（JAPAN TRANSFORMATION）」の言葉は同団体の原点である「日本を根本的に変えていく」を反映したもの。

10周年政策提言は、JX実現のために必要な政策を網羅した包括的な内容であり、以下3点をメインテーマに据えて、個別に5つの制作アクションに落とし込んでいる。

• 民でできることは民に
• 世界的に高い税金の引下げ
• 「新結合」の推進・活用

共通しているのは、グローバル市場と競争力のある環境を整えること。例えば、海外から優秀な人材、企業、そして資金流入を促すため、世界的に厳しい日本の税制・規制・行政対応コストの最小化を図る。

またデジタル経済の時代を、明示（維新）、昭和（敗戦）に続く「第3の開国」と捉え、産業構造の変革に備えるべく必要なプロセスを提言。移民を受け入れる労働環境、各国制度との相互依存性獲得に向けた積極的な叩きかけ、Uberに代表されるシェアリングエコノミーなど新たな業態を受け入れる企業制度の見直しなどを盛り込んだ。

Web 3.0時代への対応

新経済連盟の政策提言はまた、インターネット産業が迎えつつあるWeb 3.0時代が「新たなチャンス」だと強調。

Web 3.0では、ブロックチェーンに代表されるデータの分散型記録・保存を基盤とする仕組みへと転換する。Googleやメタ（旧フェイスブック）などのメガプラットフォーマーが市場を席巻してきたWeb2.0までとは構造が異なるため、そのメリットを活かすべく以下のような規制・税制上の改革を提言した。

• ブロックチェーン／NFTの発展・普及を阻む規制・税制の一括改革のための「Web3社会形成促進一括法」の制定
• 「デジタル社会形成基本法」を改正し、官・民のあらゆる手続の完全デジタル化、2030年までの「ゼロキャッシュ社会」の実現、API開放徹底の原則を明記
• OS／アプリストアに焦点を当てた競争阻害行為の禁止規制／手数料規制の導入

新経済連盟のいう「Web3 社会形成推進一括法」について詳細は定かではないが、暗号資産（仮想通貨）に関する税制面では先週閣議決定された23年度税制改正大綱で、企業が自社で発行したトークンを期末時価評価課税の対象から除外するルールが盛り込まれていた。

自社発行トークンの期末時価評価課税の対象除外は、海外に流出するWeb3ビジネスを食い止めるための最初の一歩だ。今回は見送られたが、他社が発行したトークンの対象除外、個人による仮想通貨取引の損益を申告分離課税の対象とする（20％税率）、仮想通貨同士の交換による損益を非課税とするなどの要望も上がっていた。

アプリストアに対する手数料規制の導入は、EUのデジタル市場法（DMA）を中心とする世界的な動向に沿っている。12月初旬には、米アップル社が公式のApp Store以外からも外部アプリをダウンロード可能にする「サイドローディング」の実装準備を進めているとのリーク情報が報じられた。

App Storeを介さずDLしたアプリは、iOSのアプリ開発者に30%のアプリ内決済（購入）手数料を強制する通称“アップル税”が実質的に解消される可能性がある。
