中国、初の政府公認NFT取引プラットフォームを開設＝報道

国家規制に準拠

中国で、国が支援する初のNFT（非代替性トークン）取引市場が近く発足する。中国日報の報道によると、首都北京で2023年1月1日、国の規制に準拠したデジタル資産の二次流通市場「中国デジタル資産取引プラットフォーム」の設立を祝う式典が開催される予定だという。

同プラットフォームは、国の機関である中国技術取引所と中国文化財交流センター、民間企業の華版デジタル著作権サービスセンターが共同で構築・運営。知的財産権とデジタル著作権、デジタル収集品に関する取引を扱う。

中国技術取引所は国営の科学技術を含む知的財産権の取引機関で、科学技術省、国家知的財産局、中国科学院と北京市人民政府が共同で設立した機関。同プラットフォームは、中国文化財交流センターが開発した「中国文化保護チェーン」を基盤とし、デジタル資産の登録、権利の確認、保管、権利と著作権の保護サービスを提供する。

設立の意図と責任

デジタル資産取引プラットフォーム設立の目的は、「文化のデジタル化に関する国家戦略の実施、技術支援とイノベーションによる文化事業と文化産業の発展、中国文化のデジタル化に関する成果の国民との共有促進」とされている。

事情に詳しい関係者によると、このプロジェクトの目的は、NFTの二次流通市場における「過度の投機を規制し、回避すること」だという。

中国通信産業協会ブロックチェーン特別委員会のYu Jianing共同委員長は、同プラットフォームの立ち上げは、中国の文化産業のデジタル改革のプロセスが加速することを意味しており、データの資産化や資産のデジタル化がますます近づいていると述べた。

また、同氏は知的財産権やデジタル著作権に比べ、デジタル資産は規制の健全性という面で、大きなリスクに直面していると指摘。「プラットフォームはデジタル資産の上場と取引について明確な責任を負っている」と語った。

中国のNFT事情

中国では2021年から、暗号資産（仮想通貨）の取引やマイニングなど関連活動は全面的に禁止される一方で、仮想通貨の保有は仮想財産として法律で保護されている。

NFTに関しては11月末、インターネット関連の法的紛争を専門に扱う杭州インターネット裁判所が、「価値、希少性、制御および取引可能性という財産権の対象となる特性を有する」として法律で保護される仮想財産と認める判断を下した。

ただし、中国ではNFTではなく「デジタルコレクティブル」と呼ばれている。その背景には、中国の規制に基づき取引されるNFTとその他、世界で取引されているNFTと区別しようとする意図がある。

中国国内ではNFT取引の決済には仮想通貨ではなく、人民元が用いられる。また世界と繋がっているパブリックブロックチェーンではなく、中央集権型台帳に取引が記録されるため、世界の二次市場では売買することはできない。

これらの制限内であれば、NFTの発行や取引は可能であり、中国ではアリババやテンセントなどの大手企業や、公的機関もNFTへ参入。仮想通貨を使用しないNFTプラットフォームも開発されている。

また中国では大規模なメタバースの開発支援も計画されており、上海市は7月、メタバース開発に特化した約2,000億円（100億元）規模のファンド設立を含む、技術産業支援の強化を発表した。
